According to International Business Times, Standard & Poor‘s has used three data sets to provide evaluation boards, including the percentage of the population living in areas above and below sea level than 5m; national agricultural output compared to the overall economy (agriculture influenced by great weather) and adaptability of each country.

As a result, among 116 countries, 20 countries are the most vulnerable to climate change, most of the countries in Asia or Africa - the emerging markets. In particular, Cambodia, Vietnam and Bangladesh as the most vulnerable countries - while Luxembourg, Switzerland and Austria are the countries affected at least.

According to the assessment, the extreme weather events, especially floods, will increase the damages to the infrastructure of the affected countries. Drought and prolonged and repeated heat also reduce agricultural output, caused forest fires...

The productivity of the labor force can also be affected negatively if the weather events affect negatively sanitation, the spread diseases or pests, increased morbidity.

Earlier, the "International Workshop on climate change and extreme climatic events in Vietnam" took place in Hanoi on August, 2012 (by the Ministry of Natural Resources - Environment and Development Programme of the United Nations organizations), Mr Rajendra K. Pachauri - Chairman of the Intergovernmental Panel on climate Change, said Vietnam is a country very vulnerable from natural disasters, this would mean that our country will be the most affected from climate change.

According to him, up to 95% of these deaths are caused by natural disasters in the developing countries, so Vietnam needs to have policies and solutions to mitigate the impact of natural disasters.
