Lam Dong: The @ Agriculture Extension Forum with titled "sustainable forest development to adapt and mitigate the impacts of climate change”

On July, 18th in Da Lat city (Lam Dong), National Extension Center in collaboration with the Lam Dong Department of Agriculture and Rural Development held the @ Agriculture Extension Forum with titled "sustainable forest development to adapt and mitigate the impacts of climate change.”

Climate change is becoming a concern issue of people worldwide. Efforts to reduce the impact of climate change is a priority issue for all countries in the world, Vietnam is no exception. To implement the resolution 08/NQ-CP of the Government launched on Jan, 23rd, 2014, MARD has issued proactive action plan to respond to climate change, to enhance resource management and to protect the environment. To implement this policy, National Extension Center in coordination with the Department of Agriculture and Rural Development held The @ Agriculture Extension Forum with titled "sustainable forest development to adapt and to mitigate the impacts of climate change.” 

 

Vietnam are among the most vulnerable countries suffer the impacts of climate change around the globe. In the past 50 years, the annual average temperature in the country has increased by an average of 0.70 C; sea ​​level has risen about 20cm, natural disasters, floods, droughts rage. The losses due to natural disasters in agriculture and rural of Vietnam from 1991 to 2009 amounted to approximately $ 2.7 billion. Under climate change sistuation updated by the Ministry of Natural Resources and Environment 2011 , if the sea levels rise 1 meter, will have about 39% area of the Mekong Delta, over 10% of the Red River Delta and Quang Ninh, and over 2.5% of the area of the central coastal provinces are at risk of flooding. Vietnam is estimated to lose about 2 million hectares of rice land in total of more than 4 million hectares at present, a serious threat to national food security and affects ten millions people. Climate change alters the ability of subjects to adapt agriculture to climate and weather conditions; changes the structure of season; increases pest; productivity and reduces crop yields and livestock; degradation of land resources; increases extinction risks of some species and disappears genetic resources.
 

 Panoramic Forum

At the Forum, DOF, National Extension Center, Department of Agriculture and Rural Development of Lam Dong Province, Institute of Forestry and Natural Resources NTB provided general information on the current status as well as adaptation measures to climate change in which sustainable forest development is one key solution.

 

There were more than 30 questions exchanged at the Forum around issues such as the policy on payment for environmental services, forest regeneration and protection; reduce forest degradation, livelihood development...

 Summarizing the Forum, Dr. Phan Huy Thông - Director of National Extension Center emphasized: In sustainable forest development to adapt and mitigate of climate change we need to increase information dissemination activities to raise awareness of goverment and local people. Indicating forest degradation, the impacts violating forest directly will affect the lives of local residents. Sustainable forests development not only creates jobs for farmers but also contributes to reducing poverty, improves the living environment, as well as social and local security; 

 

To make People respond and participate in reforestation, forest protection and sustainable forest development served endorsements restructuring the forestry sector, to note some specific solutions: 

 

Policy Solution: The state agency should review and have plans of forest development from that classified and allocate land and forest with suitable purposes,  have policies and sanctions logical to push the growers protect and develop forests sustainability; 

 

Focus on technical solutions as seed quality, technical procedures, the silviculture, protection...

The organization solutions: reorganize the organization system, restructuring of forest products towards multi-purposes use, not only for domestic consumption but for export orient. To build management solutions from mining, purchasing, processing, consumption, forming chain link manufacturing, construction certification of sustainable forest management. Connecting organizations, associations together ggiving hands in the protection and sustainable forests development; 

 

Investing resources to develop forest need to mobilize from many resources such as the central budget, local, loans, obtained from the forest environment payment services, mobilizing from the people.
